The project will examine what attracts talent to Europe, what helps talent stay, and why some places convert mobility into long-term contribution while others lose people after graduation, after the first contract, or after a short research stay. It will pay special attention to widening countries and emerging innovation regions, including the Western Balkans, where the challenge is double: they need to attract international talent and avoid becoming only transit locations in wider European mobility chains....
